Introduction On the basis of experiences in implementing the first five years β of the third Asian and Pacific Decade of Persons with Disabilities, β , the Action Plan to Accelerate the Implementation of the Incheon Strategy has been endorsed by the Working Group on the Asian and Pacific Decade of Persons with Disabilities, β, at sessions held between and , and has been informed by expert input and responses to the surveys conducted by the Economic and Social Commission for Asia and the Pacific ESCAP on the midpoint review of the Decade in Putting policy into place, and translating policy into effective implementation, involves political will, good governance, multi-ministerial cooperation, and the allocation of adequate budget and human resources equipped with technical capabilities, which are crucial to the success of the implementation of the Incheon Strategy.
The main actors of the Action Plan are Governments. However, pursuant to the Incheon Strategy and the Agenda for Sustainable Development, the importance of a multi-stakeholder approach is to be noted, including partnerships with civil society, the private sector and international organizations.
In the Action Plan, with a view to fulfilling the pledge by member States in the Agenda to leave no one behind, the operational synergy between the Incheon Strategy and the Beijing Declaration and Action Plan and the Agenda, the Convention on the Rights of Persons with Disabilities and other development agendas is underscored.
To demonstrate this synergy between the Incheon Strategy, the Beijing Declaration and Action Plan and other development agendas, linkages are presented between the recommended action and the Incheon Strategy, the Sustainable Development Goals and, as necessary, the Sendai Framework for Disaster Risk Reduction β Guiding principles 6.
