My assumption is that it's not, and it would be hard to come across bars that are busy with people the same age? It's either this or Vegas to be honest. The flights are a bit cheaper to here and so is the accommodation. There is a vibrant nightlife and clubbing scene as a quick glance at Time Out Dubai will tell you. It's not Vegas as there is no gambling and you won't see bunny girls on the streets but the night life, bars and clubs are all there.
I actually think some of the bars in Dubai are better than Vegas. Dubai is full of young expats earning a decent tax free salary so it has very much a work hard play hard ethos. It's not Vegas, no gambling or strip and the bars and clubs are attached to hotels. Dubai is most certainly not a cheap place to party for a week but then neither is Vegas.
There are several pool parties in Dubai where crowds of young people gather and there's a DJ however if you're expecting something along the lines of a Vegas Hard Rock pool party scene, you'll be disappointed. Alcohol is very expensive in Dubai so I think the type of holiday you describe would be better taken elsewhere. I dont know your financial circumstances but I do know that ex-pats and many of the well-heeled people who socialise in Dubai are likely to be able to afford a lot more than the average tourist from Northern Ireland!
Frankly, much of the expats living in Dubai work hard during the week, and really hardly have much socializing going on, except on occasions. Plenty to take care of during week-ends, so it is not all party situation. Mmmm, Dubai or Vegas for three young men? I have been to both. I would say if your main priority is visiting bars, drinking and partying it has to be Las Vegas, the entire place is designed to provide exactly that and noone will be too worried if you drink too much, get too loud or stagger about.
Dubai does have its bars and clubs as already mentioned but if you're not too bothered about seeing what the rest of Dubai has to offer then why choose Dubai at all? I was reading that some places in Dubai offer some good happy hour specials for drinks? I'm pretty young 27 , though feel like I'm getting older lol. From the sounds of it, Dubai seems to have a good night scene with bars, lounges and clubs.
